  1. Preheat the oven to 200°C
  2. Place 20 small baking cases onto two flat baking trays and put to one side for later
  3. In a large bowl, cream together the sugar and margarine with a wooden spoon until light and fluffy
  4. Crack the two eggs into a separate bowl and whisk together. Slowly beat this into the sugar/margarine mixture a little at a time
  5. Fold in the flour
  6. Place a heaped teaspoon of mixture into every baking case
  7. Bake in the oven for 15-20 mins then leave to cool
  8. To make the icing, sieve the icing sugar into a bowl and slowly add the water a little at a time until it becomes a smooth paste
  9. Once the cakes are cool put a little icing on the middle of each cake and sprinkle with sugar strands
